On November 12, 2008, the Policy Branch granted TerreStar Networks Inc.’s (TerreStar’s) request to modify its 2 GHz Mobile Satellite Service
Spectrum Reservation to reflect an extension of its milestones to launch its satellite, TerreStar-1, from September 30, 2008 to June 30, 2009 and
its final milestone requiring it to certify that its entire system is operational from November 30, 2008 to August 30, 2009.

On November 7, 2008, the Satellite Policy Branch granted, with conditions, special temporary authority to EchoStar Corporation to operate its
EchoStar 12 Direct Broadcast Satellite Service satellite over Channels 23 and 24 at the 61.5º W.L. orbital location for a period of 180 days, from
September 30, 2008 to March 30, 2009, according to the terms, conditions, and technical specifications set forth in the application, the attachment
to the grant, and the Commission's rules.

Special Temporary Authority
XM Radio Inc.
On November 10, 2008, the Satellite Policy Branch granted with conditions, special temporary authority to XM Radio Inc. to continue to operate
for a period of 30 days the Satellite Digital Audio Radio Service (SDARS) terrestrial repeater in Cincinnati, OH, specified in Attachment C to the
Consent Decree adopted on July 25, 2008 (FCC 08-177), before bringing this repeater into compliance with existing authorized parameters.
