Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA-08-2820 Released: December 31, 2008 MEDIA BUREAU ANNOUNCES COMMENT AND REPLY COMMENT DATES FOR THE “ANALOG NIGHTLIGHT” NPRM: JANUARY 5 AND JANUARY 8, 2009 MB DOCKET NO. 08-255 On December 24, 2008, the Commission adopted a Notice of Proposed Rulemaking1 to implement the recently enacted Short-term Analog Flash and Emergency Readiness Act (“Analog Nightlight Act”)2. The Commission sought comment on the Commission’s proposed procedures for full- power TV stations to broadcast public safety and digital transition information on analog signals for 30 days after the February 17, 2009 DTV transition date. The Analog Nightlight NPRM set deadlines for filing comments and reply comments at five (5) and eight (8) days, respectively, after publication of the NPRM in the Federal Register.3 On December 31, 2008, the Analog Nightlight NPRM was published in the Federal Register.4 Accordingly, comments must be filed on or before January 5, 2009 and reply comments must be filed on or before January 8, 2009. The Notice also encouraged stations to review Appendix A, the preliminary list of eligible stations, and notify the Commission during the comment cycle if they intend to participate in the Analog Nightlight program. To ensure that these notifications are properly recorded, stations should also file a Legal Special Temporary Authority (“STA”) electronically through the Commission’s Consolidated Database System (“CDBS”) using the Informal Application filing form. In addition, broadcasters whose stations are not listed in Appendix A that believe they are eligible to participate in the Analog Nightlight program may file comments demonstrating their eligibility and also file a notification through the Engineering STA process.
