In your letter, you make numerous allegations of FCC rule violations against Cowley County Broadcasting, Inc. (“Cowley”), licensee of Stations KSOK-FM, Winfield, Kansas, and KSOK(AM), Arkansas City, Kansas, and urge that KSOK-FM be subjected to an FCC field inspection. In this regard, you state, “I can assure you that [Cowley’s] EEO reports and Public File are not in order as well.” The December 27, 2007 letter to you from Rebecca Hirselj, Assistant Chief of the Investigations and Hearings Division of the Commission’s Enforcement Bureau dismissed your complaint as it relates to your public file allegations. We are responding by this letter to your allegation regarding Cowley’s possible violation of the Commission’s Equal Employment Opportunity (“EEO”) rules. Although we appreciate your stated concerns, you have failed to provide any specific details or evidence establishing a potential violation of those rules.1 For this reason, we are unable to determine whether such a violation has occurred, and accordingly dismiss your complaint with respect to the EEO allegations. As noted in the December 27 letter, your remaining allegations against Cowley involving Emergency Alert System and tower lighting matters will be considered by the appropriate offices within the Commission. Please note that you may refile your complaint regarding these alleged violations with additional information if you so choose. Your complaint should identify what Commission EEO requirements were violated and include the specific basis for that allegation.
