The Second Further Notice set deadlines for filing comments and reply comments at 30 and 45 days, respectively, after publication of the Second Further Notice in the Federal Register.2 On March 6, 2008, the Second Further Notice was published in the Federal Register.3 Accordingly, comments must be filed on or before April 7, 2008, and reply comments must be filed on or before April 21, 2008.
