MEDIA BUREAU ANNOUNCES COMMENT AND REPLY COMMENT DATES FOR 
THE FOURTH FURTHER NOTICE OF PROPOSED RULEMAKING IN THE 
DIVERSIFICATION OF OWNERSHIP PROCEEDING

On April 8, 2009, the Commission adopted a Report and Order and Fourth Further Notice of Proposed 
Rulemaking in the Promoting Diversification of Ownership in the Broadcasting Services proceeding.1 In 
the Fourth FNPRM, the Commission requests comment on whether to modify the FCC Form 323-E 
Ownership Report to obtain gender, race, and ethnicity ownership data.2 We also seek comment on 
whether to require low power FM licensees to file Form 323-E, as we propose to revise it, in order to 
collect minority and gender information.3 The Fourth FNPRM set deadlines for filing comments and 
reply comments at 30 and 45 days after publication of the Fourth FNPRM in the Federal Register.
On May 27, 2009, a summary of the Fourth FNPRM was published in the Federal Register.4  
Accordingly, comments must be filed on or before June 26, 2009; and reply comments must be filed on or 
before July 13, 2009.  Commenters should follow the filing instructions in the Fourth FNPRM beginning
