(NeuStar), the current Local Number Portability Administrator, to institute competitive bidding for number portability administration, and to end the NAPM’s role in number portability administration contract management. Specifically, Telcordia asks that the Commission direct the NAPM not to execute the provisions of Amendment 70, which allow NeuStar to implement Uniform Resource Indicator (URI) fields for Voice, Multimedia Messaging Service, and Short Messaging Service to the Number Portability Administration Center (NPAC) database, unless specifically authorized by the Commission or the Bureau, after recommendation by the NANC.1 Telcordia also requests that the Commission immediately begin a competitive bidding process for a multi-vendor NPAC administration system, and that the Commission end the NAPM’s interim designation as the manager of contracts governing the NPAC and resume direct authority over NPAC procurement. 2 Interested parties may file comments on Telcordia’s petition on or before September 8, 2009, and reply comments on or before September 29, 2009. In both letters, Telcordia asks the Wireline Competition Bureau to direct the NAPM to refrain from executing any statements of work regarding the URI fields, pending review by the North American Numbering Council and the Commission. 09-109.
