On February 3, 2009, the Satellite Policy Branch granted the application of EchoStar Operating L.L.C. to operate its EchoStar 5 satellite at the
148° W.L. orbital location.  Accordingly, EchoStar is authorized to operate the EchoStar 5 satellite using DBS channels 1-32 in the 12.2-12.7
GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands in accordance with the technical specifications set forth in the
application and subject to the conditions attached to the grant.

On February 3, 2009, the Satellite Policy Branch granted the application of EchoStar Operating L.L.C. for authority to suspend operations on
DBS channels 2-32 (even) at the 148° W.L. orbital location for more than 90 days pursuant to 47 C.F.R. § 25.161(c).  The EchoStar 2 satellite,
which operated on these channels, experienced an in-orbit failure in July 2008.  In a separate application, EchoStar was authorized to operate on
these channels using the EchoStar 5 satellite at 148° W.L.  See SAT-A/O-20081003-00215.

tracking, telemetry, and command (TT&C) functions with the DIRECTV 1 satellite, for a period of 30 days commencing on February 2, 2009, in
order to execute end-of-life maneuvers boosting the satellite to a disposal orbit above the geostationary arc.  The application was granted in
accordance with the terms, conditions, and technical specifications set forth in its application, the Commission's rules, and is subject to conditions.
