On November 13, 2009, the Satellite Division granted, with conditions, special temporary authority to PanAmSat Licensee Corp. for a period of 30 days, commencing November 24, 2009, to conduct in-orbit testing (IOT) of the Intelsat-14 C-/Ku-band geostationary orbit space station at the 47º W.L. orbital location and to drift Intelsat 14 from 47º W.L. to its assigned orbital location of 45 º W.L. after completion of IOT operations. PanAmSat is authorized to use the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.45-11.95 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands for these operations. On November 19, 2009, the Satellite Division granted, subject to conditions, the request of Sirius XM Radio Inc. for special temporary authority for a period of 180 days to operate two new terrestrial repeaters at power levels of up to 2,000 watts effective isotropically radiated power (EIRP) (average) in Detroit, Michigan.
