Federal Communications Commission Washington, D.C. 20554 November 30, 2009 DA 09-2510 Arl Weinrebe Murray County Medical Center 2042 Juniper Ave. Slayton, MN 56172 Dear Mr. Weinrebe: This letter grants your request, dated November 20, 2009, on behalf of the Murray County Medical Center (a County-owned hospital) for a waiver to permit certain Amateur Radio Service licensees to transmit communications on behalf of their employers during upcoming government emergency drills. In your request, you state that the South West Emergency Preparedness Team, which consists of hospitals, clinics, and public health and emergency management officials in southwest Minnesota, will be holding monthly radio-check disaster preparedness drills on December 2, 2009, and January 6, February 3, March 3, April 7, May 5, and June 2, 2010 from 2:00 p.m. to 3:00 p.m. You state that the exercises will test radio equipment readiness in the event of a tornado, blizzard, or flooding in the region. The drills will be held at various locations in southwest Minnesota. Section 97.113(a)(3) of the Commission’s Rules, 47 C.F.R. § 97.113(a)(3), prohibits amateur licensees from transmitting communications in which they have a pecuniary interest, including communications on behalf of an employer. You therefore request a waiver of this rule to permit the following amateur licensees to transmit communications on behalf of their employers in connection with these exercises: Name Call Sign Employer Arl Weinrebe KD0BJW Murray County Medical Center Jack Winter KD0EMJ Canby Hospital Peggy Dunblazier KD0IFT Tyler Hospital Cory Jendro KD0IPC Avera Marshall Regional Medical Center Gordy Kopperud KD0BJZ Sanford Westbrook Medical Center Jim Hunt KD0FTB Sanford Jackson Medical Center Brad Anderson KD0BXG Windom Area Hospital LeRoy Reese KD0HAZ Murray County Medical Center Andrew Rosenau KC0YFY Granite Falls Medical Center Tom Balko KD0FNO Redwood Area Hospital Sara Maher KC0WBS Renville County Hospital Doug Olinger KD0FNP Renville County Hospital Dan Anderson KD0ASX Nobles County Emergency Manager Don Williams KD0BJX Jackson County Public Health Lyle Loge KC0WBT Affiliated Community Medical Centers (ACMC) Marshall Market St. L. We conclude that grant of the waiver request is appropriate under the circumstances presented. The public interest in facilitating the December 2, January 6, February 3, March 3, April 7, May 5, and June 2 public safety exercises by permitting the specified amateur licensees to participate warrants this limited waiver of Section 97.113(a)(3). This waiver grant permits transmission of communications by the above-listed amateur employees on behalf of their employers during the December 2, 2009, and January 6, February 3, March 3, April 7, May 5, and June 2, 2010, exercises. Accordingly, IT IS ORDERED that the waiver request of the Murray County Medical Center, dated November 20, 2009, IS GRANTED. Waivers for additional dates or additional participants must be requested separately. This action is taken under delegated authority pursuant to Sections 0.131 and 0.331 of the Commission’s Rules, 47 C.F.R. §§ 0.131, 0.331.
