DIRECTV is authorized to operate the DIRECTV 12 space station at the 102.765º W.L. orbital location using the 18.3-18.8 GHz and the 19.7-20.2 GHz (space-to-Earth) and the 28.35-28.6 GHz, 29.25-29.5 GHz, and 29.5-30.0 GHz (Earth-to-space) frequency bands to provide Fixed-Satellite Service. On December 16, 2009, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio, Inc., for a period of 180 days, to operate eight new terrestrial repeaters at power levels of up to 2000 watts average effective isotropically radiated power (EIRP) at various locations throughout the United States. Sirius XM will operate one repeater in the 2320-2332.5 MHz band, and seven repeaters in the 2332.5-2345 MHz band. Both bands are allocated for the exclusive use of the Satellite Digital Audio Radio Service (SDARS). This authorization is granted according to the technical parameters specified in Sirius XM's application, as clarified. On December 16, 2009, the Satellite Division granted, with conditions, special temporary authority to PanAmSat Licensee Corp. for a period of 30 days, commencing on December 17, 2009, to drift the Intelsat 1R space station, Call Sign S2368, from the 45.0º W.L. orbital location to the 50.0º W.L. orbital location and to temporarily operate Intelsat 1R at the 50.0º W.L. orbital location. PanAmSat is authorized to conduct Telemetry, Tracking, and Command operations with the Intelsat 1R space station using the following frequencies: 13.995 GHz and 14.4985 GHz (Earth-to-space); and 11.696 GHz and 11.697 GHz (space-to-Earth). On December 17, 2009, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc. to operate one terrestrial repeater with an average effective isotropically radiated power (EIRP) of up to 1000 watts at the Rio Hotel in Las Vegas, Nevada, for a period of 30 days, commencing on December 20, 2009, in support of the 2010 Consumer Electronics Show being held in Las Vegas from January 7-10, 2010. The repeater will operate within the 2320-2345 MHz frequency band allocated for the exclusive use of the Satellite Digital Radio Service (SDARS). INFORMATIVE S2796SAT-LOA-20090807-00085 DIRECTV Enterprises, LLC On December 15, 2009, the Satellite Division designated the above-captioned proceeding as "permit-but-disclose" for purposes of the Commission's rules governing ex parte communications. We find that designating this proceeding as "permit-but-disclose" will facilitate communications with the parties.
