The purpose of this letter is to notify the Universal Service Administrative Company (USAC) 
that the Wireline Competition Bureau (Bureau) approves the Schools and Libraries Funding Year 
2009 Program Integrity Assurance (PIA) FCC Form 471 Review Procedures dated March 23, 
2009.
USAC submitted the proposed funding year 2009 PIA procedures to the Bureau on January 29, 
2009, which was 14 days prior to the close of the FCC Form 471 application filing window on 
February 12, 2009.  While we appreciate USAC's efforts, on a going forward basis we would ask 
that you provide the Bureau with USAC's proposed PIA procedures at least 30 days prior to the 
close of the FCC Form 471 application window.  This will allow the Bureau to provide USAC 
with feedback prior to the closing of the application filing window, enabling USAC to begin 
issuing funding commitment decision letters to applicants earlier in the funding year.
