FOR PUBLIC NOTICE ON MEASUREMENT OF MOBILE BROADBAND NETWORK 
COVERAGE AND PERFORMANCE (DA 10-998)

On June 1, 2010, the Bureau released a Public Notice seeking comment on measurement of mobile 
broadband network performance and coverage.1 The Public Notice required that comments be filed by 
July 1, 2010.2 On June 18, 2010, CTIA, The Wireless Association, filed a motion to extend the deadline 
for filing comments by 14 days.3 CTIA asks for the extension “to allow parties to meaningfully address 
the critical and substantial policy issues and complex technical questions presented in the [Public 
Notice]”.4
It is the policy of the Commission that extensions of time shall not be routinely granted.5 However, given 
the extensive scope of technical, methodological and policy issues covered in the Public Notice, we find 
that good cause exists to provide all parties a one-time extension of the comment deadline.  We believe 
that a shorter extension than the petitioner requests will suffice; we therefore grant all parties a seven (7) 
day extension until July 8, 2010, to file comments.  We expect that this extension will help parties 
develop complete and useful replies.
Pursuant to sections 1.415 and 1.419 of the Commission’s rules,6 interested parties may file comments 
and reply comments regarding the Notice on or before the dates indicated on the first page of this 
document.  All filings related to this Public Notice should refer to CG Docket No. 09-158, CC Docket 
No. 98-170 and WC Docket No. 04-36.  Comments may be filed using:  (1) the Commission’s Electronic 
Comment Filing System (ECFS), (2) the Federal Government’s eRulemaking Portal, or (3) by filing 
paper copies.  See Electronic Filing of Documents in Rulemaking Proceedings, 63 FR 24121 (1998).
