Dear Mr. Maalouf:
On January 8, 2010, Pacific Satellite Connection, Inc. (PSC) filed the above-captioned 
application for a license to operate a temporary-fixed transmit/receive earth station.  Pursuant to 
Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. §25.112(a)(1), we dismiss this 
application without prejudice to refiling.1
Section 25.112 of the Commission’s rules, 47 C.F.R. § 25.112, requires the Commission to 
return, as unacceptable for filing, any earth station application that is not substantially complete, 
contains internal inconsistencies, or does not substantially comply with the Commission’s rules.  
In response to Question 26 of the FCC 312 Main Form (Main Form), PSC indicated that the type 
of earth station is Transmit/Receive.  However, in Question 24 of the Main Form and in Item 
E43/44 of the FCC Form 312 –Schedule B (Schedule B), PSC did not list the receive frequencies.  
Thus, the application is incomplete and subject to dismissal.
While we dismiss the application on the above basis, we take the opportunity to apprise PSC of 
other potential issues should it choose to refile the application.  In response to Question E15 of 
the Schedule B, PSC certified that its proposed AVL 2.4-meter antenna, model 2410C, complies 
with the antenna gain patterns specified in Section 25.209(a) and (b) of the Commission’s rules, 
47 C.F.R.§ 25.209(a) and (b).  Because of this certification, PSC is not required to submit antenna 
gain patterns for the antenna. However, our experience has shown that small antennas of this type 
typically cannot meet the requirements of Sections 25.209 (a) and (b). Therefore, to facilitate our 
consideration of any refiled application, PSC should provide technical information to demonstrate 
that the proposed earth station complies with Section 25.209(a) and (b) of the Commission’s 
rules, 47 C.F.R. § 25.209(a) and (b). Specifically, PSC should submit the antenna gain patterns of 
the proposed earth station starting at 1.5 degrees off-axis.  
An earth stations that does not meet the earth station antenna gain pattern requirements may still 
be approved if the proposed earth station: (1) complies with the applicable off-axis Effective 
Isotropic Radiated Power (EIRP) envelope set forth in Section 25.115(h) and Section 25.218 of

the Commission’s rules, 47 C.F.R. § 25.115(h) and 47 C.F.R. § 25.218; or (2) complies with 
Section 25.220 of the Commission’s rules, 47 C.F.R. § 25.220.2  
Accordingly, pursuant to Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. 
§25.112(a)(1), and Section 0.261 of the Commission’s rules on delegations of authority, 47 
C.F.R. §0.261, we dismiss this application without prejudice to refiling.
