Commission's rules governing ex parte communications, effective September 30, 2010.  We find that designating this proceeding as
"permit-but-disclose" will facilitate communications with the parties.  See 47 C.F.R. §§ 1.1200(a), 1.1206 and 1.1208 note 2.
