On November 25, 2009, the Office of Engineering and Technology released a Public Notice in the above captioned proceeding inviting proposals from entities seeking to be designated as a TV band device database manager.1 Nine parties submitted proposals by the January 4, 2010 due date. Interested parties were invited to submit comments on the proposals by February 3, 2010 and reply comments by February 18, 2010. 2. On January 27, 2010, the Association for Maximum Service Television, Inc. (“MSTV”) filed a request for a four business day extension of the comment deadlines. MSTV states that additional time is necessary to allow for full and reasoned comment given the volume and complexity of the proposals.2 3. The Commission does not routinely grant extensions of time in rule making proceedings. However, we do believe that additional time is warranted in this case due to the number of proposals received and the complex technical issues raised therein. Providing a short extension of the comment deadlines will provide interested parties with an opportunity to fully analyze and respond to the nine proposals filed. 4. Accordingly, IT IS ORDERED, pursuant to the delegated authority contained in 47 C.F.R. §§ 0.31 and 0.241(a), that the time period for filing comments in the above captioned proceeding IS EXTENDED to February 9, 2010, and the time period for filing reply comments IS EXTENDED to February 24, 2010.
