Dear Mr. Miller:
On February 17, 2010, Schlumberger Technology Corporation (Schlumberger) filed the above-
captioned application seeking authority to operate a C-Band1 and extended C-band2 temporary 
fixed earth station. Pursuant to Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. 
§25.112(a)(1), we dismiss this application as defective without prejudice to refiling.3
 
Section 25.112 of the Commission’s rules, 47 C.F.R. §25.112, requires the Commission to return, 
as unacceptable for filing, any earth station application that is not substantially complete, contains 
internal inconsistencies, or does not substantially comply with the Commission’s rules.  
Schlumberger’s application is incomplete, and subject to dismissal, for the following reasons:
In Schedule B, you indicate that the maximum Equivalent Isotropically Radiated Power (EIRP) 
Density as -8 dBW/4 kHz and -12 dBW/4 kHz for the 1M25G7W and 6K25G7W emission 
designators (Schedule B, item E49).  However based on the maximum EIRP per carrier value 
specified in item E48 we calculate EIRP Density per carrier as -13 dBW/4 kHz for the 
1M25G7W emission designator and as +10 dBW/4 kHz for the 6K25G7W emission designator. 
Given these inconsistencies, we cannot determine the emission power proposed.
In addition, Footnote US245 to the U.S. Table of Frequency Allocations, 47 C.F.R.  §2.106, 
limits non-Federal fixed-satellite service operations in the 5850-5925 MHz frequency band to 
international intercontinental systems. Schlumberger’s application indicates that it intends to 
operate the earth station domestically.  Schlumberger did not request a waiver of Footnote US245 
to permit the proposed domestic service in this band.

Finally, 47 C.F.R§25.203 requires applicants seeking authority to operate in bands shared with 
equal rights, such as the 5850-5925 MHz frequency  band,  to submit a Frequency Coordination 
Report.  Although Schlumberger submitted a coordination report with its application, the report 
did not include the 5850-5925 GHz band nor did it show that each terrestrial station licensee, 
permittee or prior filed applicant has been provided the technical details of the proposed earth 
station. 
Accordingly, pursuant to Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. 
§25.112(a)(1), and Section 0.261 of the Commission’s rules on delegations of authority, 47 
C.F.R. §0.261, we dismiss this application without prejudice to refiling.
