On December 15, 2009, the Commission released a further notice of proposed rulemaking 
regarding high-cost universal service support for non-rural carriers, in response to the decision of the 
United States Court of Appeals for the Tenth Circuit in Qwest Communications International, Inc. v. 
FCC.1
The Commission set the comment and reply comment deadlines for the 10th Circuit Remand 
FNPRM as 30 and 45 days, respectively, after publication of the summary of the further notice in the 
Federal Register.  On December 29, 2009, a summary of the further notice appeared in the Federal 
Register.2 Accordingly, comments will be due on January 28, 2010, and reply comments will be due 
on February 12, 2010.
