Washington, D.C. 20554 DA 10-388 March 5, 2010 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU ANNOUNCES REGION 24 (MISSOURI) PUBLIC SAFETY REGIONAL PLANNING COMMITTEES TO HOLD 700 MHZ REGIONAL PUBLIC SAFETY PLANNING AND 800 MHZ NPSPAC REGIONAL PUBLIC SAFETY PLANNING MEETINGS The Region 24 (Missouri) Public Safety Regional Planning Committees (RPCs) will hold two consecutive planning meetings on Tuesday, April 13, 2010. Beginning at 9:30 a.m., the 700 MHz Public Safety RPC will convene at the Missouri State Highway Patrol General Headquarters, Second Floor Conference Room, 1510 East Elm, Jefferson City, Missouri. The agenda for the 700 MHz meeting includes: § Welcome § Old Business o Approval of the November 10, 2009 Meeting Minutes o Opportunity to address other old business items § New Business o Discussion of 700 MHz applications before the Committee o Region 24 700 MHz Plan is once again in approved status and channels are available in each Missouri County. The application filing window will remain open to receive applications. o Update on City of Independence, Missouri 700 MHz trunked system (Call Sign WQEQ501) regarding its pending move to the new consolidated narrowband segment and determination by the FCC regarding on relocation costs as a result of the band shift creating the 700 MHz public safety Broadband D block. o Update on the 700 MHz Broadband proceeding o Discussion and update on 700 MHz Low Power Analog channel use, regional fire ground 700 MHz channels and whether or not analog use on 700 MHz General Use channels on a secondary basis is permitted within the Commission’s rules o Discussion of other 700 MHz issues pending both nationally and within the region including PSHSB Docket No. 06-229 and the 700 MHz public safety band reconfiguration o Update on the NPSTC petition for reconsideration regarding reclassification of FCC designated interoperability spectrum in the 700 MHz band, requesting additional interoperability channels, and an ERP increase for Low Power channels (2 watts) to 10 watts ERP o 700 MHz Broadband discussion o Opportunity for questions and comments News media information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 2 o Adjournment Immediately following the 700 MHz Public Safety RPC meeting, the 800 MHz Public Safety RPC will convene at the same location. The agenda for the 800 MHz meeting includes: § Welcome § Old Business - Approval of November 10, 2009 Meeting Minutes § New Business o Discussion on the status of 800 MHz rebanding in Region 24 o Discussion of the acquisition process, and ongoing availability of 800 MHz former Nextel channels between 854-860 MHz for public safety and critical infrastructure use o Discussion on the progress of 800 MHz implementation in the St. Louis area using the Region 24 800 MHz channel repack o Announcement: New 800 MHz NPSPAC channel allotments have been placed in St. Louis, St. Charles, Jefferson and Franklin county pre-allocations and are now available for licensing by area entities that previously filed for 800 MHz channels through September 30, 2010. o Discussion of other issues deemed pertinent by the Region 24 RPC. o Adjournment Both Region 24 Public Safety RPCs’ meetings are open to the public. All eligible public safety providers in Region 24 may utilize these frequencies. It is essential that eligible public safety agencies in all areas of government, including state, municipality, county, and Native American Tribal be represented in order to ensure that each agency’s future spectrum needs are considered in the allocation process. Administrators who are not oriented in the communications field should delegate someone with this knowledge to attend, participate, and represent their agency’s needs. All interested parties wishing to participate in the planning for the use of public safety spectrum in the 700 MHz and 800 MHz bands within Region 24 should plan to attend.
