On March 18, 2010, the Commission released a Public Notice seeking comment on the applications of Comcast Corporation, General Electric Company, and NBC Universal, Inc. (collectively, the “Applicants”) to assign and transfer control of FCC licenses.1 The Commission established May 3, 2010 as the deadline for filing comments and petitions to deny; June 2, 2010 as the deadline for filing responses to comments and oppositions to petitions; and June 17, 2010 as the deadline for filing replies to responses or oppositions.2 2. As stated in the Public Notice, the Commission’s intention is to consider fully all substantive issues regarding the applications in as timely and efficient a manner as possible. To that end, the Public Notice stated that, absent a showing of good cause, petitioners and commenters must raise all such issues in their initial filings.3 Consistent with this requirement that issues be identified early in the proceeding so that they may be fully ventilated by all interested parties, Commission staff, after initial review of the economic report submitted by the Applicants, requested that the Applicants submit two additional economic reports—one addressing the economic support for the claimed benefits from the transaction and one addressing the potential impacts of the transaction on online video distribution. The Applicants have agreed to do so and have advised that they are in the process of preparing these materials, but will be unable to file them until close to the date when comments/petitions currently are due. In light of the approaching filing deadlines, and in order to provide adequate time for all interested parties to review and comment on these additional economic reports, we have decided to suspend the current filing deadlines, including the May 3 deadline for filing comments and petitions to deny, pending the 1 Commission Seeks Comment on Applications of Comcast Corporation, General Electric Company and NBC Universal, Inc. On April 15, 2010, Media Access Project (“MAP”) filed a Petition for Reconsideration of the Bureau’s Order (“Petition”). We have reviewed the Petition, and find that any additional concerns it raises are satisfactorily resolved by the action we take in this Order, which grants relief equivalent to what MAP seeks. We will also stop our 180-day informal time clock to take account of the additional comment period. The Commission has a strong interest in ensuring a full and complete record, and we believe this action will ensure that all parties will have sufficient time to review and comment on the applications, including these supplemental materials, and will ultimately contribute to an efficient and expeditious review of the proposed transaction. 3. Accordingly, the pleading cycle in the above-captioned matter is hereby suspended as set forth above. Comments and petitions to deny will be due 45 days after we give notice that the Applicants have submitted their additional reports. This will give commenters the full amount of time they would have had if the reports had been available when the Public Notice was issued. The deadline for filing responses to comments and oppositions to petitions will be 30 days after comments and petitions are due, and the deadline for filing replies to responses or oppositions will be 15 days thereafter. The Media Bureau will issue a Public Notice announcing the submission of the additional materials and specifying the dates of these extended deadlines.
