Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA: 10-745 Released: April 29, 2010 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU REQUESTS APPLICATIONS AND NOMINATIONS FOR MEMBERSHIP ON THE EMERGENCY RESPONSE INTEROPERABILITY CENTER TECHNICAL ADVISORY COMMITTEE On April 23, 2010, the Commission released an Order creating the Emergency Response Interoperability Center (ERIC) within the Public Safety and Homeland Security Bureau (the Bureau), whose mission is to promote the interoperability and operability of public safety broadband communications in the 700 MHz band. The Commission also delegated authority to the Bureau to establish advisory bodies and select appropriate representatives from federal agencies, the public safety community, and industry to advise ERIC. Until a formal Federal Advisory Committee can be established to serve as the primary advisory body to ERIC, the Bureau is establishing an intergovernmental Technical Advisory Committee (Committee) to assist ERIC in carrying out its mission. Accordingly, by this Public Notice, the Bureau seeks nominations for the Committee responsible for making recommendations to the Commission and ERIC regarding the development of policies and rules concerning the technical aspects of interoperability, governance, authentication, encryption, national gateway functions and interfaces, and national standards for a common set of public safety applications. Only Federal government officials or employees and elected officers of State, local or tribal governments (or designated employees authorized to act on their behalf) are eligible for membership on the Committee.1 The Bureau seeks candidates for membership who possess the following qualifications: · Knowledge of 4G wireless standards and practical industry implementation of these standards; · Working experience in technical management and operations of public safety mission critical communications and networks; · Working experience with RF/wireless technologies; 1 Because the Committee will advise ERIC solely on “the management or implementation of Federal programs” that “explicitly or inherently share intergovernmental responsibilities or administration,” the Committee will be exempt from the requirements of the Federal Advisory Committee Act. State, local and tribal government officers or their designees will serve on the Committee in their official capacities. 2 · Working experience with public safety applications; · Knowledge of interoperability and spectrum management; · Knowledge of existing public safety standards (such as P25) and existing public safety vendor products and systems; · Knowledge of existing commercial wireless systems; · Knowledge of functionality, wireless market products and implementation of encryption, authentication, roaming and priority access; and · Experience with capacity planning and RF network design, implementation and optimization. FORMATION OF THE COMMITTEE A. Participants Individuals may apply for, or nominate another individual for, membership on the Committee. Each application or nomination must include: (a) the name of the applicant or nominee and a statement of his or her eligibility to participate on the Committee; (b) the applicant's or nominee's mailing address, e-mail address, telephone number, and facsimile machine number; and (c) a statement of the applicant’s or nominee’s qualifications for membership on the Committee. All nominations must be submitted by May 19, 2010. After receiving nominations, the Bureau will select the members of the Committee. B. Agenda The Committee’s first meeting should take place within 90 days after the Bureau has selected the members of the Committee. C. Meetings and Compensation The Federal Communications Commission will provide facilities needed to conduct the meetings, if the Commission has meeting facilities available. Members of the Committee will 3 serve without additional government compensation, and will not be entitled to travel expenses or per diem subsistence allowances.
