Mobile BAS TV Pickup operations were mapped using point and radius, area of operation, or in cases where the license specifies “other” area of operation the location listed on the license was geocoded and a radius of 90 kilometers was assumed. Based on a review of all BAS TV pickup operations in ULS 90 kilometers is the average radius of all licensed that specify a point and radius. Population figures were calculated using 2000 census data. Population covered was determined by using data for the US Census tracts within the aggregated area of all TV Pickup and CARS licenses. Localized maps in Attachment C include all active BAS and CARS facilities within the specified bands excluding special temporary authority (STAs) and all active licenses, excluding STAs in the Common Carrier Point to Point (radio service CF), Private Operational Fixed (radio services MG, WA, WM, WR) and Public Safety Microwave (radio service MW). Part 101 facilities are shown for the purposes of indicating where there is deployment (assumed demand) for Part 101 licensed facilities.
