Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 11-1066 Released: June 16, 2011 WIRELESS TELECOMMUNICATIONS BUREAU ANNOUNCES CHANGES TO HOW CERTAIN REGULATORY FEES ARE SUBMITTED WITH LICENSE APPLICATIONS Effective June 21, 2011, new procedures will be implemented for wireless service applications that include “up front” regulatory fees. Currently, when regulatory fees are required “up front” to cover the term of a license, both application fees and regulatory fees are included under a single fee payment type code as a single line item on FCC Form 159, Remittance Advice (Form 159). Effective June 21, 2011, application fees and regulatory fees will have separate fee payment type codes, respectively, and must be listed as separate line items on the Form 159.1 Below are the changes and steps that parties can take to ensure a seamless transition to the new procedures. Who do these changes apply to? Parties that file applications for new authorizations or renew existing applications in wireless services where application fees and regulatory fees are collected at the time of the application filing are affected by these changes. A list of the wireless services where these changes apply, including the appropriate fee payment type codes can be found in Appendix A to this Public Notice. What is the best way to ensure that the Form 159 is completed correctly? File applications online through the Universal Licensing System (ULS) and take advantage of the feature in ULS that generates a Form 159 with the application fees and regulatory fees calculated, and the appropriate fee payment type codes already completed. What if I complete the Form 159 on my own instead of taking advantage of the feature in ULS? It is strongly encouraged that you take advantage of the feature in ULS that generates a Form 159. However, if you choose to complete the Form 159 on your own, consult the Wireless Telecommunications Bureau Fee Filing Guide for information on the appropriate fees, including the fee payment type codes, based on the wireless service and the type of application filing.2 1 These procedures only apply to parties that pay regulatory fees for the term of a license when an initial license application or renewal application is filed. No. Payments should continue to be made the same way. In fact, if you choose to make a payment by check, a single check is still required even though the application fees and regulatory fees are now listed as separate line items on the Form 159.
