Special Temporary Authority
Intelsat New Dawn Company, Ltd.
On July 14, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat New Dawn, Ltd. to continue to operate
the Intelsat New Dawn space station at the 32.85° E.L. orbital location for a period of 14 days.  Accordingly, Intelsat New Dawn is authorized to
operate the communications payload on Intelsat New Dawn at the 32.85° E.L. orbital location during this period in the following frequency
bands:  3625-4200 MHz (space-to-Earth), 5850-6500 MHz (Earth-to-space), 10950-11200 MHz and 11450-11700 MHz (space-to-Earth), and
14000-14500 MHz (Earth-to-space).  Additionally, Intelsat New Dawn is authorized to operate telemetry, tracking, and telecommand  on Intelsat
New Dawn both to maintain the space station at the 32.85° E.L. orbital location during transfer of traffic from Galaxy 11 to Intelsat New Dawn,
and then to effect New Dawn's drift to its authorized location of 32.8° E.L. at the completion of traffic transfer, using the following center
frequencies:  3947.5 MHz, 3950 MHz, 3952.5 MHz, 11.198 GHz, and 11.452 GHz (space-to-Earth); 6173.7 MHz and 6176.3 MHz
(Earth-to-space).

XM Radio Inc.
On July 14, 2011, the Satellite Division granted, with conditions, special temporary authority to XM Radio, Inc., to activate the Satellite Digital
Audio Radio Service (SDARS) communications payload of the XM-5 space station at the 85.15° W.L orbital location in the 2332.5-2345.0 MHz
band for testing purposes for a period of up to 30 days.

Special Temporary Authority
EchoStar Satellite Operating Corporation
On July 11, 2011, the Satellite Division granted, with conditions, special temporary authority to EchoStar Satellite Operating Corporation for a
period of 30 days, commencing on July 11, 2011, to perform tracking, telemetry, and telecommand functions in the 12.2-12.7 GHz and 17.3-17.8
GHz frequency bands with the EchoStar 4 satellite to execute end-of-life maneuvers boosting the satellite to a disposal orbit with a minimum
perigee altitude of approximately 350 km above the geostationary arc, and thereafter to execute further maneuvers to burn hydrazine propellant to
depletion, while maintaining a minimum perigee approximately 350 km above the geostationary arc.
