S2387SAT-STA-20110523-00094 E Effective Date: 07/21/2011Grant of Authority Special Temporary Authority Intelsat License LLC On July 21, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC to operate its Galaxy 15 space station as an in-orbit spare at the 133.1° W.L. orbital location for a period of 180 days. Accordingly, Intelsat is authorized to operate the Galaxy 15 space station at the 133.1° W.L. orbital location as a non-transmitting (except for telemetry, tracking and telecommand transmissions) in-orbit spare for the duration of this authorization. Intelsat is authorized to conduct TT&C operations using frequencies centered on 6420.5 MHz (Earth-to-space) and 4198.0 MHz and 4199.875 MHz (space-to-Earth) to maintain the Galaxy 15 space station at 133.1° W.L. Intelsat is also authorized to activate the communications payloads for the Galaxy 15 space station in the 3700-4200 MHz (space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands in the event of a service outage of an operational space station. On July 21, 2011, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc., for a period of 180 days, to continue to operate Satellite Digital Audio Radio Service (SDARS) terrestrial repeaters that were previously authorized to operate under multiple separate grants of special temporary authority, as listed in Sirius XM's application. Each repeater will operate with an effective isotropically radiated power of less than 12000 watts (average) at various locations throughout the United States. These repeaters will operate in the 2320-2345 MHz frequency band allocated exclusively to the use of SDARS. Letter from Stephen D. Baruch, Counsel for Hughes, to Marlene H. Dortch, Secretary, FCC (dated July 15, 2011). The market access grant permitted SPACEWAY 5 to provide service to U.S. customers in the 28.35-29.1 GHz and 29.25-30.0 GHz frequency bands (Earth-to-space) and the 18.3-19.3 GHz and 19.7-20.2 GHz frequency bands (space-to-Earth), with U.S. operations in the 28.6-29.1 GHz frequency band (Earth-to-space) on a secondary basis and U.S. operations in the 18.8-19.3 GHz band (space-to-Earth) on a non-conforming and non-harmful interference basis.
