Washington, D.C. 20554 News Media Information 202 / 418-0500 Fax-On-Demand 202 / 418-2830 TTY 202 / 418-2555 Internet: http://www.fcc.gov ftp.fcc.gov DA 11-1440 Released: August 22, 2011 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU SEEKS COMMENT ON THE PUBLIC SAFETY SPECTRUM TRUST’S PROPOSED SECOND-YEAR BUDGET AND ADMINISTRATIVE FEES FOR THE 700 MHZ PUBLIC SAFETY BROADBAND WAIVER RECIPIENTS PS Docket No. 06-229 Comment Date: September 12, 2011 On May 12, 2010, the Commission released an order granting twenty-one petitioners conditional waivers to pursue early deployment of state, local, or regional 700 MHz public safety broadband wireless networks under lease agreements with the Public Safety Spectrum Trust (PSST).1 Pursuant to that order, the PSST submitted for the Public Safety and Homeland Security Bureau’s (Bureau) approval on June 11, 2010, its proposed first-year budget and corresponding annual spectrum lease fee for the waiver recipients for administration of the leases.2 The Bureau approved the budget and associated fee as proposed on August 11, 2010.3 On August 15, 2011, the PSST filed in PS Docket 06-229 its proposed second-year budget and associated spectrum lease fee, which cover “the expenses that the PSST anticipates it will incur between September 1, 2011 and August 31, 2012 in carrying out the responsibilities set forth in the [Waiver Order].”4 The Bureau seeks comment generally on the budget and fee proposed by the PSST.5 In 1 Requests for Waiver of Various Petitioners to Allow the Establishment of 700 MHz Interoperable Public Safety Wireless Broadband Networks, PS Docket No. 06-229, Order, 25 FCC Rcd 5145 (2010) (Waiver Order). In addition, the Bureau seeks comment on the PSST’s request that the Bureau “ease the PSST reporting requirements from Monthly to Quarterly during the period September 1, 2011 through August 31, 2012.”6 Comment Filing Procedures Interested parties may file comments on or before September 12, 2011. All comments should reference PS Docket No. 06-229. Comments may be submitted: (1) using the Commission’s Electronic Comment Filing System (ECFS), (2) through the Federal Government’s eRulemaking Portal, or (3) by filing paper copies.7 Comments can be filed through the Commission’s ECFS filing interface located at the following Internet address: http://www.fcc.gov/cgb/ecfs/. Comments can also be filed via the Federal eRulemaking Portal: http://www.regulations.gov.8 In completing the transmittal screen, commenters should include their full name, U.S. Postal Service mailing address, and the applicable docket or rulemaking number. Parties that choose to file by paper must file an original and four copies of each filing. Filings can be sent by hand or messenger delivery, by commercial overnight courier, or by first- class or overnight U.S. Postal Service mail.
