I. INTRODUCTION
1. This is an official CITATION AND ORDER (“Citation”) issued pursuant to section 
503(b)(5) of the Communications Act of 1934, as amended (“Communications Act”),1 to each of the 
companies listed in the caption to this Citation and in Appendix A attached hereto (each, an “Online 
Vendor,” and collectively, the “Online Vendors”)2 for marketing in the United States a total of 215

uniquely described models of cell, GPS, and other signal jamming devices in violation of section 302(b) 
of the Communications Act3 and sections 2.803 and 15.201(b) of the Commission’s rules (“Rules”).4  
2. Signal jamming devices pose significant risks to public safety and potentially 
compromise other radio communications services.  Each Online Vendor must take immediate steps to 
cease marketing signal jamming devices to consumers in the United States and its territories and to avoid 
any recurrence of this misconduct.  This may include actions such as removing the illegal signal jamming 
devices from online display, expressly excluding consumers in the United States and its territories as 
potential customers, and declining to sell signal jamming devices or complete any sales transaction to 
consumers in the United States and its territories.5  
3. Pursuant to sections 4(i), 4(j), and 403 of the Communications Act,6 we also direct the 
Online Vendors to report within thirty (30) calendar days after the release date of this Citation on the 
specific actions taken to correct the violations and provide information concerning their signal jamming 
device suppliers, distribution channels, and sales.  
4. As explained below and as provided in the Communications Act, future violations of the 
Rules in this regard may subject an Online Vendor to substantial monetary penalties, seizure of 
equipment, and criminal sanctions.  
II. BACKGROUND
5. The Spectrum Enforcement Division (“Division”) of the Enforcement Bureau (“Bureau”) 
has observed that each of the Online Vendors listed in Appendix A has marketed via the Internet within 
the past several months signal jamming devices to consumers in the United States or its territories.7  
Specifically, and as detailed in Appendix A to this Citation, the Division observed that each Online 
Vendor has marketed various models of cell phone jammers, GPS jammers, Wi-Fi jammers, and/or 
similar signal jamming devices that have the capacity to prevent, block, or otherwise interfere with 
authorized radio communications (collectively, “signal jammers”).8 These product offerings include GPS 
blockers for vehicles, high-tech signal blockers with remote control capabilities, jammers disguised as 
paintings and cigarette packs, other small, easily-concealable cell phone jammers, as well as high-
powered industrial jammers that have the potential to disrupt radio signals in areas as large as a football 
field.9 In addition, the signal jammers offered by the Online Vendors claim to target various frequencies,

services, and/or technologies such as Code Division Multiple Access (CDMA), Global System for Mobile 
Communications (GSM), the Global Positioning System (GPS), Wi-Fi, Bluetooth, Universal Mobile 
Telecommunications System (UMTS-3G), Long Term Evolution (LTE-4G), Integrated Digital Enhanced 
Network (iDEN), the Personal Handy-phone System (PHS), Digital Cellular Service (DCS), and General 
Packet Radio Service (GPRS).10
III. APPLICABLE LAW AND VIOLATIONS
6. Federal law prohibits the marketing and operation of signal jammers in the United States 
and its territories.  Section 333 of the Communications Act states that “[n]o person shall willfully or 
maliciously interfere with or cause interference to any radio communications of any station licensed or 
authorized by or under this Act or operated by the United States Government.”11 In addition, section 
302(b) of the Communications Act provides that “[n]o person shall manufacture, import, sell, offer for 
sale, or ship devices or home electronic equipment and systems, or use devices, which fail to comply with 
regulations promulgated pursuant to this section.”12  
7. The applicable implementing regulations are set forth in sections 2.803, 15.201, 15.1(c), 
and 15.3(o) of the Rules.13 Section 2.803(a)(1) of the Rules provides in relevant part that:
no person shall sell or lease, or offer for sale or lease (including advertising for sale or 
lease), or import, ship, or distribute for the purpose of selling or leasing or offering for 
sale or lease, any radio frequency device unless … [i]n the case of a device subject to 
certification, such device has been authorized by the Commission in accordance with the 
rules in this chapter and is properly identified and labeled as required by § 2.925 and 
other relevant sections in this chapter.14  
Additionally, section 2.803(g) of the Rules provides in relevant part that:
[R]adio frequency devices that could not be authorized or legally operated under the 
current rules … shall not be operated, advertised, displayed, offered for sale or lease, sold 
or leased, or otherwise marketed absent a license issued under part 5 of this chapter or a 
special temporary authorization issued by the Commission.15  
8. Pursuant to section 15.201(b) of the Rules,16 intentional radiators17 like signal jammers 
cannot be marketed in the United States or its territories unless they have first been authorized in

accordance with the Commission’s certification procedures.  Section 2.803(e)(4) of the Rules defines 
“marketing” as the “sale or lease, or offering for sale or lease, including advertising for sale or lease, or 
importation, shipment or distribution for the purpose of selling or leasing or offering for sale or lease.”18  
9. Signal jammers, however, cannot be certified or authorized because their primary 
purpose is to block or interfere with authorized radio communications.  As noted above, a device intended 
for such use is clearly prohibited by section 333 of the Communications Act.  Thus, signal jammers such 
as those offered by each of the Online Vendors identified in Appendix A cannot comply with the FCC’s 
technical standards and therefore cannot be marketed lawfully in the United States or its territories.  
10. The Online Vendors have illegally marketed, and in many cases continue to market, 
signal jammers to consumers in the U.S. and its territories.  First, the Online Vendors expressly referred 
to the marketed devices variously as cell phone, GPS, and/or Wi-Fi jammers, or otherwise described them 
as having the capacity to interfere with authorized radio communications services available in the United 
States.19 Second, and as detailed in Appendix A, the Online Vendors touted the devices as being effective 
at blocking authorized communications, highlighting, for example, that the devices represented the 
“perfect jamming technology,” “[were] specifically tuned to disrupt [cell phones],” provided “industrial 
strength jamm[ing],” and caused “complete spectrum interference.”  Some Online Vendors also claimed 
that their devices offered “long jamming range,” with the power to disrupt signals for distances of more 
than 300 feet (the equivalent of a typical city block).  
11. We also note that the Online Vendors marketed signal jammers that affect a broad range 
of frequencies, technologies, and/or services, including CDMA, GSM, UMTS, LTE, PHS, and DCS.20  
While some of the targeted technologies and services may not be authorized in the United States – for 
example, PHS and DCS are only utilized in parts of Europe and Asia – we recognize that the frequency 
bands that correspond to these services are assigned to commercial, federal, and public safety users in the 
United States, and we must continue to take action consistent with the Communications Act to protect the 
integrity of such authorized communications.21  
12. Additionally, the evidence establishes that these jamming devices were offered for sale to 
consumers in the United States.  The Online Vendors’ web pages for these devices indicated that the

signal jammers could be shipped worldwide or to an address in the United States or its territories.22 In 
fact, some of the Online Vendors’ web pages included testimonials from customers in the United States.23  
While a few of the Online Vendors’ web pages noted that importation of a signal jammer into certain 
jurisdictions could be illegal (presumably intending to shift the burden of complying with applicable laws 
to the purchaser),24 Division staff observed no statements or notices indicating that the Online Vendor 
would refuse to sell signal jammers to unauthorized purchasers in the United States or its territories and 
would decline to complete any sales transactions originating with such consumers.25 As we have 
repeatedly noted, it is insufficient and misleading for retailers to include a disclaimer on their websites or 
in promotional or advertising materials stating or implying that consumers in the United States and its
territories bear sole responsibility for complying with the applicable legal obligations.26 Such disclaimers 
are misleading because they fail to disclose that the retailer also is violating the law both by offering the 
device for sale to U.S. consumers and by completing the sales transaction.  Use of disclaimers that purport 
to place the sole burden on the buyer do not absolve the retailer of liability.
13. Accordingly, we find that each of the Online Vendors identified in Appendix A has 
violated section 302(b) of the Communications Act and sections 2.803 and 15.201(b) of the Rules by 
marketing in the United States or its territories radio frequency devices that are not eligible for 
certification because such devices intentionally disrupt or interfere with authorized radio communications.  
We therefore issue this Citation to each such Online Vendor for violating section 302(b) of the 
Communications Act and sections 2.803 and 15.201 of the Rules as discussed above. 
IV. FUTURE COMPLIANCE
14. If, after receipt of this Citation, an Online Vendor violates the Communications Act or 
sections 2.803 and 15.201 of the Rules by marketing unauthorized radio frequency devices within the 
United States or its territories or otherwise engaging in conduct of the type described herein, the

Commission may impose monetary forfeitures of up to $16,000 for each such violation or, in the case of a 
continuing violation, the Commission may impose monetary forfeitures of up to $16,000 for each day of 
such continuing violation up to a maximum forfeiture of $112,500 for any single act or failure to act.27  
For instance, the Commission could impose separate forfeitures for each signal jammer sold and/or for 
each day on which a signal jammer is advertised or otherwise offered for sale.  In addition, violations of 
the Communications Act or the Rules can result in seizure of equipment through in rem forfeiture 
actions,28 as well as criminal sanctions, including imprisonment.29
15. In addition to providing the required information as described in paragraph 19 below, an 
Online Vendor may respond to this Citation within thirty (30) calendar days after the release date of this 
Citation either through (1) a personal interview at the closest FCC office, or (2) a written statement.  Any 
written statements should specify what actions the Online Vendor has taken to ensure that in the future it 
will not violate the Communications Act or the Rules prohibiting the marketing of radio frequency 
jamming devices.  An Online Vendor must reference the file number associated with its company in 
Appendix A (e.g., EB-11-SE-xxx) when corresponding with the Commission.  
16. Under the Privacy Act of 1974, any statement or information provided by an Online 
Vendor may be used by the Commission to determine if further enforcement action is required.30 Any 
knowingly or willfully false statement or concealment of any material fact made in reply to this Citation 
is punishable by fine or imprisonment.31 Please also note that section 1.17 of the Rules requires that 
truthful and accurate statements be provided to the Commission.32

VI. REQUEST FOR INFORMATION
19. Pursuant to sections 4(i), 4(j), and 403 of the Communications Act,33 each Online Vendor 
is directed to provide the information requested in confidential Appendix B hereto within thirty (30) 
calendar days after the release date of this Citation.  The request for information concerns Online 
Vendors’ signal jammer suppliers, distribution channels, and sales, including the manufacturer of each 
illegal signal jamming device, the websites that the Online Vendor has used to market the devices in the 
United States or its territories, and the corrective actions Online Vendors have taken, are taking, or will 
take.  A failure to respond, or an inadequate, incomplete, or misleading response may subject an Online 
Vendor to additional sanctions.34
VI. ORDERING CLAUSES
20. IT IS ORDERED that pursuant to sections 4(i), 4(j), and 403 of the Communications
