The Wireline Competition Bureau seeks comment on the proposed compliance plan filed by
Cricket Communications, Inc. (Cricket).' By filing this compliance plan, Cricket seeks to satisfy the
conditions imposed by the Commission in granting Cricket's petition to forbear from the requirement that
its service area conform to the underlying service area of the rural telephone company for participation in
the Lifeline program.2
Interested parties may file comments on or before November 4, 2011, and reply comments on
or before November 21, 2011. All pleadings are to reference WC Docket No. 09-197. Comments may
be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies.3
Electronic Filers: Comments may be filed electronically using the Internet by accessing the

Paper Filers: Parties who choose to file by paper must file an original and one copy of each
filing. If more than one docket or rulemaking number appears in the caption of this proceeding,
