The IAC provides guidance, expertise, and recommendations to the Commission on a range of telecommunication issues for which local, state, and Native American Tribal governments explicitly or inherently share responsibility or administration with the Commission. BACKGROUND The Commission announced the reauthorization of the IAC on December 4, 2009, and, at that time, noted that it would announce the members of the IAC at a later date.1 On April 18, 2011, the Commission opened nominations for membership on the reauthorized IAC and later twice extended the deadline for nomination applications, through June 20, and then through July 27, 2011.2 The term of the previous IAC expired on December 12, 2009. The term of operations of the reauthorized IAC will be limited to two years, with an option for reauthorization at the end of the two- year period. See 47 C.F.R. §0.701(a). 2 Commission on the many telecommunications issues within the jurisdiction of the Commission and impacting state, local and Tribal governments. The Commission’s rules specify IAC membership in the following categories: four elected municipal officials (city mayors and city council members); two elected county officials (county commissioners or council members); one elected or appointed local government attorney; one elected state executive (governor or lieutenant governor); three elected state legislators; one elected or appointed public utilities or public service commissioner; and three elected or appointed Tribal representatives.4 While the Commission’s rules authorize a fifteen-member IAC, the Chairman today announced fourteen members and one vacancy. The Commission continues to seek applicants for one elected state executive (governor or lieutenant governor) to serve as a member of the IAC.5 As stated in the Commission’s previous public notices on IAC nomination applications, for this position, “[e]lected or appointed officials may designate a government employee to represent them on the IAC, provided the elected or appointed official submits a letter designating that particular employee to represent them on the IAC and the Chairman of the Commission approves the designation.”6 MEMBERS OF THE IAC Chairman Genachowski will announce the Chair and Vice Chair of the IAC at a later time.7 He announces today the members of the IAC in each respective category, as follows: Municipality Representatives (4) Michael R. Government employees seeking nomination as a “designated employee” should provide a letter or other documentation from the “elected officer of State ... government” for whom they are acting in their official capacities to ensure compliance with section 204(b) of the Unfunded Mandates Reform Act of 1995, 2 U.S.C. §1534(b). However, it must include the following information: · Resume (including applicant’s current position); · Contact information (both e-mail and mailing addresses, as well as telephone numbers); · A brief description of the applicant’s area of expertise and qualifications to serve on the IAC, including the applicant’s experience with telecommunications issues affecting local, state, or Tribal governments; and · For a “designated employee,” as noted above, a letter or other form of documentation from the elected state executive for whom the designated employee would be acting in his or her official capacity. Applicants for the elected state executive position should submit their applications: (1) online via e-mail; and/or (2) hard copy, via U.S. mail. Because of the extensive security screening of incoming U.S. mail, delivery of U.S. mail sent to the Commission may be significantly delayed.
