On November 15, 2011, Northeast Montana Health Services (Northeast Montana) filed a request
seeking review of a decision of the Universal Service Administrative Company (USAC) in which USAC
reduced Northeast Montana's funding request for Funding Year 2010 under the Rural Health Care
program.1 In its request, Northeast Montana asserts that USAC erroneously determined the service
contract termination date.2
Interested parties may file comments on or before January 18, 2012, and reply comments on
or before February 2, 2012. All pleadings are to reference WC Docket No. 02-60. Comments may be
filed using the Commission's Electronic Comment Filing System (ECFS), or by filing paper copies.3
• Electronic Filers: Comments may be filed electronically using the Internet by accessing the
ECFS: http://www.fcc.gov/cgb/ecfs2/. Filers should follow the instructions provided on the
website for submitting comments.
• Paper Filers: Parties who choose to file by paper must file an original and four copies of each

This matter shall be treated as a "permit-but-disclose" proceeding in accordance with the
Commission's ex parte rules.4 Persons making oral ex parte presentations are reminded that memoranda
summarizing the presentations must contain summaries of the substance of the presentation and not
merely a listing of the subjects discussed. More than a one or two sentence description of the views and
arguments presented generally is required.5 Other rules pertaining to oral and written ex parte
