On March 1, 2011, the Commission released a notice of proposed rulemaking seeking comment 
on extending, until June 30, 2012, the current freeze of Part 36 category relationships and jurisdictional 
cost allocation factors.1 The Commission set the comment and reply comment deadlines for the Notice as 
14 and 21 days, respectively, after the publication of a summary of the Notice in the Federal Register.  On 
March 14, 2011, a summary of the Notice appeared in the Federal Register.2 Accordingly, comments are 
due on or before March 28, 2011, and reply comments are due on or before April 4, 2011.
