Federal Communications Commission Washington, D.C. 20554 DA 12-125 February 2, 2012 Ms. Megan Stull Google Fiber, Inc. 1101 New York Avenue, NW Washington, DC 20005 Call Sign: E110180 File No.: SES-REG-20111216-01461 Dear Ms. Stull: On December 16, 2011, Google Fiber, Inc. (Google Fiber) filed the above-captioned application for a registration of a receive-only earth station to operate in the conventional C-, conventional Ku-, and extended Ku-- frequency bands. Pursuant to Section 25.112(a)(2) of the Commission’s rules, 47 C.F.R. § 25.112(a)(2), we dismiss portions of the application for the reason set forth below. First, we dismiss the request to register the earth station in the conventional Ku-band frequencies of 11.7-12.2 GHz. The Commission has previously determined that it is not necessary to license or register receive-only earth stations operating in the 11.7-12.2 GHz frequency band because there are no other primary users in this spectrum.1 Second, we dismiss the request for “ALSAT” as a point of communication for receive- only operations in the extended Ku-bands of 10.95-11.2 GHz and 11.45-11.7 GHz.2 The Commission has previously held that an “ALSAT” designation can be granted only to earth stations operating in conventional C-band and conventional Ku-band frequencies.3 1 See Memorandum Opinion and Order, CC Docket No. 78-734 (adopted December 9, 1986). 2 ALSAT means “all U.S.-licensed satellites.” It also provides authority to communicate with non-U.S. licensed satellites included on the Commission’s Permitted Space Station List. See Amendment of the Commission’s Regulatory Policies to Allow Non-U.S. Licensed Space Stations to Provide Domestic and International Satellite Service in the United States, First Order on Reconsideration, IB Docket No. 96-111, 15 FCC Rcd 7207, 7215 (para. 19) (1999) (DISCO II Order on Reconsideration). 3 Under ALSAT, earth station operators providing fixed-satellite service in the conventional C- and Ku- bands may access any U.S. satellite without additional Commission action, under the technical parameters authorized in the earth station licenses. See DISCO II Order on Reconsideration, 15 FCC Rcd at 7210-11 (para. 6). The conventional C- and Ku-bands are 3700-4200 MHz and 5925-6425 MHz, and 11.7-12.2 GHz and 14.0-14.5 GHz, respectively. Federal Communications Commission DA 12-125 2 Dismissal of these requests is without prejudice to consideration of the request to register the receive-only earth station in the conventional C-band. . Sincerely, Paul E. Blais Chief, Systems Analysis Branch Satellite Division International Bureau
