The Fifth FNPRM set deadlines for filing comments and reply comments at 60 and 90 days after publication in the Federal Register.2 On August 1, 2012, the Office of the Federal Register published a summary of the Fifth FNPRM and associated comment and reply comment dates.3 Accordingly, comments must be filed on or before October 1, 2012; and reply comments must be filed on or before October 30, 2012.4 The Fifth FNPRM sets forth the comment filing instructions.
