For the reason stated below, we dismiss this application as defective. Section 25.112(a) of the Commission’s rules, requires the Commission to return, as unacceptable for filing, any earth station application that is not substantially complete, or does not comply with the Commission’s rules.1 COP’s application does not comply with the Commission’s rules, rendering it unacceptable and subject to dismissal for the following reasons. Section 25.120(a) of the Commission’s rules2 requires STA requests to contain “the full particulars of the proposed operation.” This includes frequency bands, powers and points of communication. COP did not submit information detailing the particulars of its proposed SNG operations in its STA application. In addition, Section 25.120(a) of the Commissions’ rules3, requires that STA requests include all facts sufficient to justify the temporary authority sought. COP did not provide any such information in its STA request.
