The Audio Division has before it a Notice of Proposed Rule Making,1 issued in response to a hybrid proposal set forth in the Petition for Rule Making filed by Sound Enterprises (“Petitioner”), proposing the substitution of Channel 275A for vacant Channel 271A at Randsburg, California. No comments or counterproposals were received in response to this Notice. For the reasons discussed below, we grant the Petition for Rule Making and the associated hybrid application for Station KSSI(FM), China Lake, California. 2. Background. The Notice proposes to amend the FM Table of Allotment by substituting Channel 275A for vacant Channel 271A at Randsburg, California. The purpose of this change is to facilitate Petitioner’s contingent application to upgrade the facilities for Station KSSI(FM) from Channel 274A to Channel 271B1 at China Lake, California.2 3. Discussion. The allotment change proposed in the Notice would facilitate implementation of the Petitioner’s hybrid application. A staff engineering analysis determines that Channel 275A can be allotted to Randsburg consistent with the minimum distance separation requirements of the Rules with a site restriction 0.04 kilometers (0.03 miles) southeast of the community. The reference coordinates for Channel 275A at Randsburg are 35-22-06 NL and 117-39-25 WL. 4. Ordering clauses. Accordingly, pursuant to the authority found in 47 U.S.C. Sections 4(i), 5(c)(1), 303(g) and (r) and 307(b) and 47 C.F.R. Sections 0.61, 0.204(b) and 0.283, IT IS ORDERED That effective November 12, 2012, the FM Table of Allotments, 47 C.F.R.
