S2831SAT-LOA-20110727-00139 E Effective Date: 02/23/2012Grant of Authority Launch and Operating Authority Intelsat License LLC Nature of Service: Fixed Satellite Service On February 23, 2012, the Satellite Division granted, with conditions, authority to Intelsat License LLC to construct, launch, and operate Intelsat 23, a C- and Ku-band space station at the 53º W.L. (307º E.L.) orbital location. Intelsat is authorized to provide fixed-satellite service at this location using the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.45-11.95 GHz (space-to-Earth), 11.95-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. Intelsat is also authorized to conduct telemetry, tracking, and telecommand operations using frequencies centered on 6173.7 MHz and 6176.3 MHz (Earth-to-space) and 3947.5/3948 MHz or 3952/3952.5 MHz (space-to-Earth). In addition, the Satellite Division determined that Intelsat satisfied the first three milestones associated with proposed operations in the 11.95-12.2 GHz band. S2423SAT-STA-20120221-00019 E Effective Date: 02/23/2012Grant of Authority Special Temporary Authority Intelsat License LLC On February 23, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days, to conduct tests using the "India Beam" on Horizons 2 at the 84.85° E.L. orbital location in the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz frequency bands. L. orbital location using the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands. Both space stations now operate at different orbital locations. L. orbital location are now available for reassignment pursuant to the Commission's first-come, first-served licensing process effective 2:00 p.m. EST on Tuesday, February 28, 2012. At that time, applicants may file applications for new space stations, market access by non-U.S. licensed space stations, modifications to licensed space stations, or amendments to pending applications taking this announcement into account.
