In this Order, the Wireline Competition Bureau (Bureau) grants a 14-day extension of the comment deadline to update the record regarding petitions for waiver of section 52.15(g)(2)(i) of the Commission’s rules.1 This extension will ensure that parties have sufficient time to consider the important issues raised in this proceeding. 2. On December 27, 2011, the Bureau released a Public Notice seeking to refresh the record on numerous petitions for limited waiver of section 52.15(g)(2)(i) of the Commission’s rules to allow the requesting Voice over Internet Protocol (VoIP) providers direct access to numbering resources from the North American Numbering Plan Administrator and the Pooling Administrator.2 That Public Notice established a comment deadline of January 11, 2012. On January 6, 2012, the National Association of Regulatory Utility Commissioners (NARUC) filed a motion requesting that the comment date be extended to February 8, 2012. 3 NARUC argues that additional time is necessary in light of the holidays, the required State comment clearance procedures, and competing priorities.4 In addition, NARUC states that granting the extension will allow its members to consider and submit a policy resolution on some of the issues raised in this proceeding. 5 3. The Commission’s policy, as set forth in section 1.46(a) of the Commission’s Rules,6 is that extensions of time are not routinely granted. However, given our desire to encourage thoughtful consideration of the important issues raised in this proceeding, we believe that a partial grant of the NARUC request will facilitate that consideration. While an extension is warranted here, we find that the request for an additional 28 days in which to file comments is unnecessarily long. Accordingly, IT IS ORDERED that, pursuant to Section 4(i) of the Communications Act of 1934, as amended, 47 U.S.C. § 154(i), and Sections 0.91, 0.291, and 1.46 of the Commission's rules, 47 C.F.R. §§ 0.91, 0.291, and 1.46, the motion for extension of time filed by the National Association of Regulatory Utility Commissioners IS GRANTED in part, and otherwise IS DENIED. 5.
