The rules of the Federal Communications Commission require that “a comprehensive proposal shall be submitted for each proposed space station on FCC Form 312, Main Form and Schedule S, together with attached exhibits”.1 The Commission’s rules also state that an application will be dismissed as unacceptable for filing if the application is not substantially complete and consistent with the Commission’s rules.2 JayCee James’s application is neither substantially complete, nor consistent with the Commission’s rules, because it does not include legal and technical information about the proposed space station that is required by Section 25.114 of the Commission’s rules. 47 C.F.R. § 25.114. In particular, the application does not provide a Schedule S and attached exhibits, which are necessary to demonstrate compliance with the Commission’s legal and technical rules.
