Thousands- block number pooling is an alternative method for allocating telephone numbers. Instead of the North American Numbering Plan (NANP) Administrator allocating all 10,000 numbers within an NXX code1 to a single service provider, the Pooling Administrator allocates blocks of one thousand sequential numbers within an NXX code as a number conservation measure. On August 15, 2007, the Commission awarded Neustar, Inc. the federal contract to serve as the Pooling Administrator. That contract expires August 14, 2012, and the Wireline Competition Bureau (Bureau) must select a Pooling Administrator for another five-year contract term. The entity selected will manage the NANP resources according to the terms and conditions of a contract based on the Federal Acquisition Regulation.2 The North American Numbering Council examined and proposed minor changes to the current technical requirements document for the Pooling Administrator. The Bureau incorporated those proposals into the attached document. The Bureau anticipates that the technical requirements document will form the basis for a Statement of Work in the solicitation for the Pooling Administrator. The Bureau seeks comment on the proposed technical requirements.
