COST ALLOCATION MANUAL FILING The Commission has received a revised cost allocation manual (CAM) from the National Exchange Carrier Association, Inc. (NECA).1 The revisions reflect changes that occurred during the 2012 calendar year. Specifically, changes were made to Section I, Section VI and Section VII. These sections were revised to eliminate Category I and Category II Telecommunications Relay Services (TRS) and their Project Codes. NECA also eliminated the cost pool Responsibility Center 833, DSL-NECA and created a new Project Code called Responsibility Center 833, Broadband Products and Services. NECA states that it made these changes to improve reporting accountability and more accurately reflect NECA cost pools. II. PROCEDURAL MATTERS This matter shall be treated as a "permit-but-disclose" proceeding in accordance with the Commission's ex parte rules.2 Persons making oral ex parte presentations are reminded that memoranda summarizing the presentations must contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one- or two-sentence description of the views and arguments presented is generally required.3 Other rules pertaining to oral and written ex parte presentations in permit-but-disclose proceedings are set forth in section 1.1206(b) of the Commission's rules.4 Interested parties may file comments on or before February 28, 2013, and reply comments on or before March 14, 2013. Such filings shall refer to the internal WCB/Pricing File No. 13-01. Comments in this proceeding may not be filed using the Commission's Electronic Comment Filing System (ECFS). Interested parties should file an original and three copies of each filing. If more than one docket or rulemaking number appears in the caption of this proceeding, commenters must submit two additional copies for each additional docket or rulemaking number.
