Carriers Should Continue to File Annual International Traffic and Revenue Reports 
and Circuit-Status Reports Pursuant to Sections 43.61 and 43.82 of the Commission’s Rules

The Commission recently released a Second Report and Order which revises the annual reporting 
requirements for international service providers.

   The revised reporting requirements will not be in effect 
for the 2013 filings, however, and carriers should continue to file their international traffic and revenue 
reports and circuit-status reports pursuant to the current reporting requirements.

? Common carriers that had international circuits as of December 31, 2012, should file their 2012 
circuit data by April 1, 2013, pursuant to section 43.82

and the existing Section 43.82 Filing 
Manual.

? Common carriers that provided international telecommunications service during 2012 should file 
their 2012 international traffic and revenue reports by July 31, 2013 (with any revisions due by 
October 31, 2013),  pursuant to section 43.61

and the existing Section 43.61 Filing Manual.

The Commission will issue public notices announcing the effective dates of the revised reporting 
requirements.

  In order for the new rules to be effective the Commission needs to obtain approval from 
the Office of Management and Budget (OMB) and to develop software for the new reporting 
requirements.  Prior to the effective dates, the Commission will also issue a new Filing Manual with 
specific instructions for filing under the revised reporting requirements.

We plan to implement the $5 million reporting thresholds for international services resale traffic 
and international miscellaneous services for the 2012 filings

when we receive OMB approval. We will 
release a public notice announcing the effectiveness of the $5 million threshold and setting out the 
procedures for such filings.  It is our intent that the rest of the revised reporting requirements will be in 
effect for the 2014 filings (of 2013 data).
