On May 1, 2013, the Commission released a Notice of Proposed Rulemaking in GN Docket No. 13-111 seeking comment on proposed rules to encourage the development of multiple technological solutions to combat the use of contraband wireless devices in correctional facilities nationwide.1 The Notice of Proposed Rulemaking established deadlines for filing comments and reply comments of July 18, 2013, and August 2, 2013, respectively.2 2. On July 26, 2013, the American Correctional Association (ACA) filed a request to extend the reply comment deadline to August 23, 2013.3 ACA states it will be holding its annual summer meeting on August 9-14, 2013, and issues relating to managed access services and contraband devices, including issues raised by the FCC’s pending proceeding, will be discussed at the conference.4 ACA believes that further discussion of the issues by its membership at the meeting will enable it to submit more complete reply comments.5 ACA states that a grant of the extension will not cause harm to any interested party.6 3. We grant the motion for an extension of time. While the Commission does not routinely grant requests for extensions of time,7 we find that an extension of the reply comment period is warranted in this instance for the reasons identified by ACA. ACA represents individuals, agencies, and organizations involved in the correctional industry, all of which have a significant interest in this proceeding. This extension will enable ACA and all other parties sufficient time to prepare reply comments that fully respond to the complex technical and policy issues raised in the Notice of Proposed Rulemaking. For detailed filing instructions, we direct commenters to Part IV.B of the Notice of Proposed Rulemaking.8 4.
