Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 13-1788 August 22, 2013 WIRELESS TELECOMMUNICATIONS BUREAU ANNOUNCES CURRENT COMMERCIAL OPERATOR LICENSE EXAMINATION (COLE) MANAGERS (WT Docket No. 98-228) To obtain a new or upgraded FCC commercial operator license, one must pass an examination administered by a COLE Manager.1 Upon passage of the examination, the COLE Manager will issue the examinee one or more Proof of Passing Certificates to be included with the license application package that the examinee or the issuing COLE Manager files with the FCC. The following entities have been approved to administer commercial operator license examinations:2 · BFT Training Unlimited · Comira – d.b.a. Computer Assisted Testing Service, Inc. · Electronic Technicians Association International, Inc. · Elkins International, Inc. · International Society of Certified Electronics Technicians · Kennedy Point Maritime School · LaserGrade Computer Testing, Inc. · Marine Technical Institute · Mariners Learning System · National Marine Electronic Association · National Radio Examiners · RABQSA International, Inc. · Sea School · US Captain’s Training 1 47 C.F.R. § 13.201(b). On January 14, 1993, the Commission privatized the administration of examinations for commercial radio operator licenses, and delegated to the Wireless Telecommunications Bureau (formerly Private Radio Bureau) (Bureau) to certify private entities to be COLE Managers. See Amendment of Part 13 of the Commission’s Rules to Privatize the Administration of Examinations for Commercial Operator Licenses and to Clarify Certain Rules, Report and Order, FO Docket No. 92-206, 8 FCC Rcd 1046 (1993). 2 On February 1, 2013, the Wireless Telecommunications Bureau opened the most recent filing window for entities interested in being certified as a COLE Manager. See Commission Opens Filing Window for Commercial Operator License Examination Managers, Public Notice, 28 FCC Rcd 947 (WTB MD 2013). Pursuant to applications received in response to this filing window, we concluded that the following entities are qualified to be a COLE Manager: 1) Comira – d.b.a. Computer Assisted Testing Service, Inc.; 2) Kennedy Point Maritime School; 3) Mariners Learning System; 4) National Marine Electronic Association; 5) RABQSA International, Inc.; and 6) US Captain’s Training. RABQSA International, Inc. is a successor to former COLE Manager iNARTE. There may be a temporary period during which RABQSA International, Inc. will issue its Proof of Passing Certificates on iNARTE forms with iNARTE’s name and logo. Prospective examinees should be aware that not all of the entities listed above have completed the COLE Manager certification process and begun administering examinations.
