INFORMATIVE S2874SAT-AMD-20130614-00085 EchoStar Satellite Operating Corporation On September 13, 2013, the Satellite Division designated the above-captioned proceeding as "permit-but-disclose" for purposes of the Commission's rules governing ex parte communications. By letter filed on September 4, 2013, EchoStar Satellite Operating Corporation requested that the designation for this proceeding be changed from restricted to "permit-but-disclose" for purposes of ex parte communications. DIRECTV Latin America opposed EchoStar's request by a letter filed on September 6, 2013. DIRECTV Latin America argues that EchoStar's application fails to raise issues of broadly applicable policy rather than the rights and responsibilities of specific parties" and thus does not warrant the change in ex parte designation requested by EchoStar. As indicated in the associated public notice accepting EchoStar's application for filing, EchoStar's application does raise issues of broadly applicable policy under the Communications Act of 1934, as amended, and International Telecommunication Union Radio Regulations.
