On October 31, 2013, the Satellite Division designated the above-captioned proceeding as "permit-but-disclose" for purposes of the Commission's rules governing ex parte communications. By letter filed on October 28, 2013, SES Americom, Inc. requested that the designation for this proceeding be changed from restricted to "permit-but-disclose" for purposes of ex parte communications. DIRECTV Enterprises, LLC opposed SES Americom's request by a letter filed on October 30, 2013. DIRECTV Enterprises contended that SES Americom did not justify the requested change in ex parte designation. SES Americom's application potentially raises issues of broadly applicable policy. Designation of the proceeding as "permit-but-disclose" will facilitate the exploration of those issues.
