By the Acting Chief, Consumer and Governmental Affairs Bureau:
1. With this Order, the Consumer and Governmental Affairs Bureau extends the deadline 
for filing reply comments in the above-captioned proceeding to December 16, 2013.  
2. On August 27, 2013, the Commission released a Public Notice1 in the above-captioned 
proceeding. The current deadline for filing reply comments is December 2, 2013.2 On November 21, 
2013, the Commission received a Motion for Extension of Time to File Reply Comments in this 
proceeding filed by the National Association of State Utility Consumer Advocates (NASUCA).3  
NASUCA requests that the Commission extend the deadline for filing reply comments until January 2, 
2014.4 NASUCA states that, “[a]dditional time is needed to review and study the initial comments and 
potentially formulate thoughtful reply comments.”5 NASUCA contends that the time period for 
reviewing initial comments includes the Thanksgiving holiday as well as portions of NASUCA’s annual 
meeting.6 Finally, NASUCA states that the “the modest extension here requested will cause no undue 
delay in the search for a solution [to the problem of cramming].”7
3. The Commission does not routinely grant extensions of time.8 Upon review, however,

we agree that an extension will afford parties the necessary time to coordinate and file reply comments 
that will facilitate the compilation of a more complete record in this proceeding, without causing undue 
delay to the Commission’s consideration of the issues.  We believe that an extension of time to file reply 
comments until December 16, 2013 provides an adequate amount of time for parties to review initial 
comments and draft reply comments.  Instructions for filing reply comments can be found in the Bureau’s 
initial August 27, 2013 Public Notice.9
4. Accordingly, IT IS ORDERED that the Motion for Extension of Time to File Reply 
Comments filed by the National Association of State Utility Consumer Advocates on November 21, 2013, 
IS GRANTED to the extent described herein.  Interested parties may file reply comments on or before 
December 16, 2013.
5. This action is taken pursuant to the authority provided in Section 1.46 of the 
Commission's rules, 47 C.F.R. § 1.46, and under delegated authority pursuant to Sections 0.141 and 0.361 
of the Commission’s Rules, 47 C.F.R. §§ 0.141, 0.361.
