TO IMPROVE MOBILE WIRELESS NETWORK RESILIENCY AND SERVICE 
TRANSPARENCY

On September 27, 2013, the Federal Communications Commission issued a Notice of Proposed 
Rulemaking (NPRM) seeking comment on proposals to promote transparency to consumers as to how 
mobile wireless networks compare in maintaining operations during major emergencies.1 The NPRM set 
deadlines for filing comments and reply comments at 60 and 90 days after publication in the Federal 
Register.2
On November 18, 2013, the Office of the Federal Register published a summary of the NPRM
and associated comment and reply comment dates.3 Accordingly, comments must be filed on or before 
January 17, 2014; and reply comments must be filed on or before February 18, 2014.4 The NPRM sets 
forth the comment filing instructions.5
