The NANC recommends approval by the FCC of the proposed best practice, which is intended to stop premature activation of ports by new service providers. According to the NANC, premature activation of ports is adversely affecting service for end users. In support of Best Practice 65, the report also proposes changes to the LNP Process Flows that will close a perceived loophole permitting premature port activations. The LNP Process Flows also delete language from the flows (Figure 5, Step 13) relating to the porting due date of the first telephone number in a multi- number port. The deleted language, which was contained in the LNP Process Flows approved by the FCC on May 20, 2010,1 is at issue in a Petition for Clarification and/or Reconsideration filed by Qwest Communications International Inc. on July 22, 2010. In the October 17, 2013 report, the NANC also recommends approval of Best Practice 30, which is intended to address number porting and implementation of area code splits. We seek comment on these NANC submissions.
