Washington, D.C. 20554 DA 13-682 April 10, 2013 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU ANNOUNCES REGION 24 (MISSOURI) PUBLIC SAFETY REGIONAL PLANNING COMMITTEES TO HOLD 700 MHZ AND 800 MHZ PUBLIC SAFETY PLANNING MEETINGS PR Docket No. 93-131 The Region 24 (Missouri)1 Public Safety Regional Planning Committees (RPCs) will hold two consecutive planning meetings on Tuesday, May 21, 2013. Beginning at 10:00 a.m., the 700 MHz Public Safety RPC will convene at the Kansas City Police Department Police Academy, Room 303, 6885 N.E. Pleasant Valley Road, Kansas City, Missouri. The agenda for the 700 MHz meeting includes: § Welcome (Stephen Devine) § Old Business o Approval of December 20, 2012 Meeting Minutes o Approval of Agenda o Other 700 MHz RPC business matters § New business o Discuss any new 700 MHz applications before the RPC (700 MHz channels are available in each Missouri County) o An update on the 700 MHz Broadband proceeding (PS Docket No. 06-229) and how it has impacted narrowband 700 MHz licensees in Missouri, including the City of Independence. § City of Independence 700 MHz trunked system (Call Sign WQEQ501) is planning to leave the 700 MHz band and change to 800 MHz channels for its 7 site system. The current State License channels and the 700 MHz Jackson County General Use pool allotments will be returned to the Jackson County pool. o An update on 700 MHz Broadband proceeding (PS Docket No. 06-229) and the creation of the FirstNet Authority. o Discuss implementation of 700 MHz Interoperability channels consistent with the FCC’s post-2007 channel plan, as well as between regions and states. o Discuss 700 MHz Low Power analog channel use, regional fire ground 700 MHz channels in Missouri (St. Louis UASI area), and whether analog use on 700 MHz General Use channels (on a secondary basis) is permitted within FCC rules. 1 The Region 24 (Missouri) regional planning area includes the entire state of Missouri, consisting of all 114 counties and the City of St. Louis (which does not reside within a Missouri county). April 1, 2013), i.e., the NPSTC Petition for Reconsideration regarding reclassification of FCC designated interoperability channels, request for additional interoperability channels, and for increase in power for the Low Power 2 watt channels to 20 watts ERP. o Discuss 700 MHz D Block and how it impacts regional planning o Discuss 700 MHz State License spectrum issues, including system build out requirements o Update: Missouri Department of Public Safety (DPS) has developed a 4 channel trunked 700 MHz Site on Wheels solution that is available for deployment as needed. § Adjourn Immediately following the 700 MHz Public Safety RPC meeting, the 800 MHz Public Safety RPC will convene at the same location. The agenda for the 800 MHz meeting includes: § Old Business o Approval of December 20, 2012 Meeting Minutes o Approval of Agenda § New business o Discuss status of 800 MHz rebanding proceeding (WT Docket No. 02-55), and how rebanding can impair interoperable communications at Missouri’s borders. o Discuss 800 MHz pending applications, to include Region 24, Regions 13 (Illinois) and 16 (Kansas). o Update on Region 24 800 MHz RPC structure § Open discussion § Adjourn Both Region 24 Public Safety RPCs’ meetings are open to the public. All eligible public safety providers in Region 24 may utilize these frequencies. It is essential that eligible public safety agencies in all areas of government, including state, municipality, county, and Native American Tribal be represented in order to ensure that each agency’s future spectrum needs are considered in the allocation process. Administrators who are not oriented in the communications field should delegate someone with this knowledge to attend, participate, and represent their agency’s needs. All interested parties wishing to participate in planning for the use of public safety spectrum in the 700 MHz and 800 MHz bands within Region 24 should plan to attend.
