Notice of Effective Date of Rules Governing Closed Captioning of IP-Delivered Video Clips

On July 11, 2014, the Commission adopted an order requiring closed captioning of video clips 
delivered using Internet protocol (“IP”).1 The new rules become effective 30 days after publication of the 
order in the Federal Register.2 The Federal Register published a summary of the video clips order on 
August 5, 2014.3 Accordingly, the rules adopted in the video clips order will take effect on September 4, 
2014.  The rules contain three separate compliance deadlines:  January 1, 2016, where the video clip 
contains a single excerpt of a captioned television program with the same video and audio that was 
presented on television (“straight lift” clips); January 1, 2017, where a single file contains multiple 
straight lift clips (“montages”); and July 1, 2017 for video clips of programming shown live or near-live 
on television.  Comments on the Second Further Notice of Proposed Rulemaking attached to the video 
clips order will be due on October 6, 2014, and reply comments will be due on November 3, 2014.4
