The Audio Division has before it a Notice of Proposed Rule Making,1 issued in response to a Petition for Rule Making (“Petition”) filed by Bryan Broadcasting License Corporation (“Petitioner”), permittee of Station KKEE, Channel 274A, Centerville, Texas. Also before us is Petitioner’s “hybrid” application2 (the “Application”). Petitioner filed comments. No counterproposals or other comments were received in response to the Notice. For the reasons discussed below, we grant the Petition and Application. 2. Background. The Notice proposed to amend the FM Table of Allotments, Section 73.202(b) of the Commission’s Rules, by substituting Channel 274A for vacant Channel 267A at Centerville, Texas. This channel substitution accommodates the Application, requesting to modify the facilities of Station KKEE by changing the channel and its transmitter site from Channel 274A to Channel 267A at Centerville, Texas. Petitioner filed comments reiterating its present intention to apply for Channel 274A at Centerville, if allotted, and if authorized, to build the station promptly. 3. Discussion. We substitute Channel 274A for vacant Channel 267A at Centerville, Texas, and grant the Application. We find that the “channel swap” would serve the public interest because it would improve coverage to the community of Centerville. A staff engineering analysis indicates that Channel 274A can be allotted to Centerville, Texas consistent with the minimum distance separation requirements of the Commission’s Rules with a site restriction located 4.3 kilometers (2.7 miles) east of Centerville. The reference coordinates are 31-15-00 NL and 95-56-00 WL. 4. Ordering Clauses. Accordingly, pursuant to the authority found in 47 U.S.C. Sections 4(i), 5(c)(1), 303(g) and (r) and 307(b) and 47 C.F.R. Sections 0.61, 0.204(b) and 0.283, IT IS ORDERED That effective, November 3, 2014, the FM Table of Allotments, 47 C.F.R.
